Types of Programs
Head Start, Oregon PreKindergarten, Early Head Start, and Preschool Promise are all publicly funded preschool programs that provide income-eligible families and children in foster care with access to high-quality early care and education. However, there are a few differences.

Serves children who are 3 or 4 years old at the time of enrollment

Income
Serves children in foster care and families that receive SNAP, TANF, or adult OHP or whose annual gross incomes are at or below 200% of the Federal Poverty Level

Services Provided
Provides developmental screenings and referrals to community services when needed

Transportation
Sometimes provides transportation

Schedule
Provides six hours per day of instruction either four or five days a week

Location
Delivers instruction in a variety of settings, including family preschools, center-based programs, and school districts

Serves children in foster care and families that receive SNAP or with annual incomes at or below 130% of the Federal Poverty Level (10% of enrollment can be higher-income families)

Provide extensive family supports, including home visits, dental/vision/developmental screenings, and mental health supports as well as referrals to additional services when needed

Usually provide transportation (Head Start and OPK)

Provides a variety of different daily schedules, including half- and full-day
